Hey,
Three questions:
-Well the first I have an idea but I just want to make sure. Is there a high risk of getting some1 pregnant with precum? (if yes is is slight? or high?)
-Suppose I ejaculated, I cleaned my penis with tissue and then had sex. Obviously, some sperm would be left on the penis (or not). If yes, would that sperm be "effective" to fertilize?
-What is the period when a woman can get pregnant? after her period? before? (how long after? how long before?)

yes, precum has just as many little swimmers as cum!

I don't think so because by the time it dried, I think it'd be dead, but I'm not 100% positive on that one...

a girl can get pregnant just about any time of the month, including her period time...some times are more fertile than others, I think it's like two weeks after menstruation is the most fertile time, I can't remember...
but if you're relying on that for birth control, then you'll most likey end up pregnant!

There is a good risk. Not as much as with normal ejaculation, but I would definately not take the chance.

It shouldn't - sperm is supposed to die when exposed to oxygen, although there is always a slight chance, and I wouldn't risk that either.

ALWAYS! Supposively, sometimes are more likely than others, but there is ALWAYS a chance for a woman to get pregnant!

yes, you can get a girl pregnant with precum, and it could be a slight or high, i guess that's kinda up to how your body works, but it is a very high risk.

Depends, i think sperm dies after, a min or so if exposed to air? Anyways, just wiping it off might not do the trick. most likely it won't be effective but im not sure. I strongly recommend having sex with a condom.

1) of course there is, precum = cum its the same substance.. precum there is less of, so it would have less chance than cum, but definetly high enough risk
2)depends how thoroughly you cleaned it and for how long i spose, but i reckon there would be a 1/1209005 chance it could happen. if ur really unlucky lol
3) a girl can get pregnant anytime of the day, week, month, year. there is a very slightly less chance of pregnancy when shes on her period, but SOOO not a reliable method of contraception!!!!! get her on the pill or use a condom or somtehing

The second question seems kind of pointless... If you have sex, you're going to cum anyway, so what does it matter if there's already cum on it or not??
For the first, the answer is yes. as for slight vs. high, let's just say it's too high to bet your future on.
For the third, as others have said, there is, as far as I know, no time in which a woman is infertile. and if there is, it's another thing that I wouldn't bet my future on.

I have a better idea. How about you 1) Reduce the chances of her getting pregnant by at least ten times by using condoms
2) If you cum outside of her, and want to go inside her, get a condom or use antibacterial soap. Sperm can live outside your body for about an hour. They are living in your cum, cum is pretty much just 1) sperm and 2) sugar and protein to help them live inside the woman. They can live outside of your body inside the cum, even if it's dry for awhile
ANY time that your penis touches her vagina, there is at least SOME chance of getting pregnant. Probably extremely low if you don't penetrate, but there is still a chance.
Get condoms. They are cheap and effective if used correctly.

Every girl is different as well. If one girl is more fertile a week after her period, another girl can be more fertile a week before it. The bottom line: dont take a chance.
